The professional seminar “E-Government” lays the
foundation for assessing and addressing some of the most critical issues facing
IT leadership in the public sector. The purpose of the curriculum is to equip
leaders with the requisite tools to manage and improve their organizational
technology assets. Major topics such as IT governance, project management, as
well as risk assessment and management will be addressed.
Course Structure:
A MODUL University professional seminar is divided into three sections, allowing for maximum flexibility.
- Pre-Module phase: a two week e-learning period where participants are required to study reading material at home
- Core-Module phase: a two day seminar on MU Vienna’s campus
- Post-Module phase: a 2-4 week e-learning period where participants are required to complete a project or paper at home
Total course time is approximately one month, while the required on-campus seminar time is two days.
Lecturer:
Dr. Shannon H. Tufts is Assistant Professor and Director at the Centre for Public Technology, UNC School of Government (Chapel Hill, North Carolina, US). Shannon Tufts designed and implemented the first local government Chief Information Officers Certification program in the United States and continues to run CIO certification programs for local and state government IT professionals. She created a National Certified Government Chief Information Officer program in 2007, in order to serve the growing needs of public sector IT professionals across the nation. Tufts has taught numerous courses on public sector information systems across the US, including IT investment strategies, embracing technology, project management, and stakeholder engagement in technology-enabled government. She serves on several federal, state, and local government committees to promote the effective use of technology in the public sector. Her publications in the area of e-government and public sector information technology include Humanizing IT: Advice from the Experts with G. David Garson, numerous book chapters, and articles in Social Sciences Computer Review and Popular Government. Tufts holds a BA from UNC-Chapel Hill, an MPA from UNC-Charlotte, and a PhD in public administration with a concentration in public sector information systems from North Carolina State University.
By the end of the course the participants will be able to
- Describe e-government and identify key e-government terms
- Compare and contrast successful and unsuccessful e-government initiatives
- Recognize various types of e-government offerings
- Explain the relevance of Web 2.0 to e-government efforts
- Critically assess emerging e-government efforts to determine their validity and potential impact.
Each broad topic will examine specific local government issues and draw on participant experience to provide both theoretical and practical applied knowledge to the challenges. Case studies and exercises will be used throughout the two days.
Certification:
Participation in all three phases of the professional seminar (pre-, core- and post-module) leads to a certification, with the possibility to transfer the credits earned to a degree program (e.g. MBA program). All study programs and seminars are accredited by the Agency for Quality Assurance and Accreditation (AQ) Austria.
