The course Public-Private Partnerships, with a special emphasis on the educational sector, provides a description of the variety of ways that Public-Private Partnerships (PPPs) are structured and organized. It introduces higher education as a new partner in shared governance and provides conceptual tools for assessing under what circumstances partnerships are favourable. Different reasons for creating PPPs will be discussed using selected case studies.

- What is a PPP? How do they vary?
- Brief history and political-economic context of PPPs
- Decision criteria for creating a PPP and contingent conditions
- Case studies: Actors, structure, performance of PPPs, in their particular contexts
- Evaluating and assessing PPPs
- Future of PPPs
Course Structure:
A MODUL University professional seminar is divided into three sections, allowing for maximum flexibility.
- Pre-Module phase: a two week e-learning period where participants are required to study reading material at home
- Core-Module phase: a two day seminar on MU Vienna’s campus
- Post-Module phase: a 2-4 week e-learning period where participants are required to complete a project or paper at home
Total course time is approximately one month, while the required on-campus seminar time is two days.
Lecturer:
Dr. Dimitris Christopoulos is Assistant Professor at the Department of Public Governance and Sustainable Development, MODUL University Vienna. He holds a BA in Economics and a PhD in Politics. His current research interests are on networks of political and business actors, political and policy entrepreneurship, and social entrepreneur motivation. The unifying theme in his work is a focus on exceptional agency and relations as expressed in the networks of leaders and entrepreneurs. He edits the journal ‘Connections‘, and reviews about 30 articles a year for a range of academic journals, as well as chairing the UKSNA association and co-convening a standing group for ECPR.
This course is intended to provide the participant with knowledge of: what are PPPs, what is their contextual basis in governance, the motivations for having PPPs, the criteria for deciding to create a PPP, their performance, and the critical success factors of PPPs. Using conceptual readings, descriptive cases, and assessments/evaluations of PPPs, by the end of the course the participants should know: (1) how to assess whether creating a PPP is appropriate, and (2) how to assess the strengths and weaknesses of alternative ways of organizing a PPP, in a particular situation and context.
Lectures will alternate with group work and discussion. Case studies will be used to shed light on the theoretical background of the topics. Participants are expected to actively contribute and prepare for each session as well as to lead discussions and engage in academic debate.
Certification:
Participation in all three phases of the professional seminar (pre-, core- and post-module) leads to a certification, with the possibility to transfer the credits earned to a degree program (e.g. MBA program). All study programs and seminars are accredited by the Agency for Quality Assurance and Accreditation (AQ) Austria.
